佐賀で学ぶ外国人留学生が心置きなく学業に専念できるよう、また佐賀での生活が充実したものとなるよう、良質で低廉な宿舎の提供を目的として、大学関係者、市民が協力し、2003年5月に「国際下宿屋」を設立し、同年10月に特定非営利活動（NPO）法人の認可を得ました。

現在、佐賀大学だけで約350名の外国人留学生が在籍していますが、その内半数近くは奨学金を受けていない私費留学生です。佐賀で学びたいという留学生は年々増加しております。政府も留学生数を今の3倍の30万に増大する計画があるようですので、佐賀の留学生数も将来増加することが予想されます。奨学金や宿舎などの生活支援は益々不足するものと懸念されます。
向学心に燃えた留学生を受け入れることは、日本人学生にとっても切磋琢磨しながら学びあうことができ、国際感覚を養うことにも役立ちます。彼らは帰国すれば国のリーダーとなる人たちです。友好関係を築いておくことは、将来、世界の平和に貢献できると確信しています。
私費留学生の生活支援という形で復活を果たしつつある「下宿屋」ですが､ワンルームマンション志向の日本人学生には死語となりつつあります。しかし最近、全国でも例のない佐賀発信のユニークな国際貢献策であると評価も受けはじめ、インターネット検索でも、その言葉が垣間見られるようになりました。
みなさんの御協力を得て佐賀発「国際下宿屋（KOKUSAI GESHUKUYA）」を世界の共通語に育ててゆきたいと思います。そして、「国際下宿屋」で育った青年たちが、世界中で活躍するのを共に楽しみたいものです。

"Kokusai Geshukuya" was created in May of 2003 by the university
faculties and the citizens as a quality and affordable place for foreign
students to live and concentrate on their studies while in Saga and was
recognized as a NPO (Non Profit Organization) in October the same year.
Currently, there are about 350 foreign students studying in Saga University
alone and half of them are students without scholarships. The number of
students who are willing to study in Saga has been increasing. We expect
more foreign students to study in Saga since the government plans to increase
the number of foreign students by threefold to about 300,000. We are concerned
that the scholarships and places to live will be scarce in the coming years.
To accept the foreign students who are willing to learn will create a
nice cross cultural academic environment for Japanese and International
students. These foreign students will be the leaders of their countries
upon returning to their countries after graduation. I believe that the
friendship we nurture during their stay here will contribute to the world
peace in the future.
The word "Geshukuya" has become a word of a past amongst Japanese
students who prefer apartments, but it is making a come back by providing
a place to stay for foreign students.
Recently, Saga's "Kokusai Geshukuya" has been recognized as a
unique way to contribute internationally and this word can be searched
on several internet search engines.
With the help of people in Saga, we would like to make "Kokusai Geshukuya"
an internationally renowned terminology. And we are looking forward to
seeing the young people who spend few years of their lives in "Kokusai
Geshukuya" take active and successful roll in the world.
